Reminder! New Move Update Standards Effective Nov 23rd 2008!
Effective Nov. 23, 2008 the Postal Service is increasing its effort to improve the percentage of deliverable mail by revising the Move Update standards. The Move Update standards provide ways for mailers to reduce the number of mail pieces that require forwarding or return by the periodic matching of a mailer’s address records with customer-filed change-of-address orders. The final rule published Sept. 28, 2007, included the following changes related to Move Update processing: Increase the minimum frequency of Move Update processing from 185 calendar days to 95 days prior to the date of mailing and extend the revised Move Update standards to include all Standard Mail (letters, flats, parcels and Not Flat-Machinables), as well as automation-rate and presort-rate First-Class Mail.

The U.S. Postal Service requires a signed Processing Acknowledgement Form. Please consult with your post office and/or read the NOCA usage guidelines before signing.
NCOA service will overwrite old addresses with new addresses and supply a status code indicating which records have changed. Your match percentage will depend on the accuracy and age of the data in your list. The average percentage updated is 4-6%. Your records must match the NCOA database exactly to find an address change; otherwise no match will be given. In this case, a “near match” will be provided in the form of Return Codes. We will provide you the layout for which we need you to send us the data to have processed.
There are no electronic transfer fees and no additional charges for Footnotes. The USPS neither establishes, approves, nor controls rates at which NCOA services are offered.
